We've seen that Green might have the right to luff, to get Yellow to tack away
and give Green the chance to be the inside boat for the mark rounding.
This depends on Green not being constrained by RRS 17.1, and by RRS 18 not
applying. Green needs to luff early, otherwise Yellow clearly becomes
closer the the mark than Green, and if RRS 18 applies Yellow is entitled to
room. Here is what might happen if Green did not luff, and this is of
course what Yellow wants, other things being equal.
